Oscar León has more than 18 years of experience in the ICT sector and extensive experience in project management and implementation of new business and appropriation of new technologies. He is an Electronics Engineer with a postgraduate degree in Telecommunications Project Management and a master’s degree in Business Administration.
He was Director of Projects at Solutions Providers of Microsoft, he worked for the Colombian telecommunications regulator, was the Regulation Manager for Claro (América Móvil Colombia) and he has been Advisor to three Ministers of Communications. He was Director-General of the National Agency of Spectrum of Colombia for almost 5 years and was elected Executive Secretary of the Inter-American Telecommunications Commission, CITEL, since September 2015. Oscar León has served as international speaker for the development of wireless broadband services, electromagnetic fields and their relationship with human health and auctions spectrum as a strategic element for the development of countries.
He was appointed by the International Telecommunication Union for the Americas Region as Vice President of the Group 5 – environment and climate change that studies the relationship between radio fields and health.
